Overview
Paul Duignan is a public sector outcomes, measurement, evaluation and strategy expert. His major achievements include the following. Being the sole winner of the 2005 New Zealand Fulbright Senior Scholar Award (based at the Urban Institute in Washington D.C.). Establishing one of the first postgraduate papers in program evaluation in New Zealand in his position as Senior Lecturer at the University of Auckland. Close involvement in various aspects of the transition of the New Zealand public sector from its outputs-orientation to a more outcomes-orientation from 2000 onwards. Teaching thousands people from community groups, larger non-for-profits and government departments how to better measure outcomes and how to evaluate the success of their programs. Working with international organizations such as the IMF, UNFPA, ILO, Asian Development Bank and others on aspects of strategy and training in regard to evaluation and outcomes measurement. Early promotion of expanding the use of the internet to groups that needed assistance in its uptake (e.g. public health and community sectors). This included initiating the Public Health World Wide Web Project (PHWN) and writing the successful grant application for the establishment of the Access Grid internet nodes in all the major New Zealand Universities as part of the BRCSS initiative. Involvement in many research priority setting processes (e.g. occupational health, mental health and neuroscience). Serving on many evaluation advisory committees to improve the quality of program evaluation. The most recent being as the Chair of the International Evaluation Advisory Committee for the Healthcare Information for All Project 2015. Plus earlier work in the area of promoting evidence-based alcohol problem prevention strategies leading to (with the input of many other researchers and stakeholders) increased enforcement of drink driving laws and the subsequent major reduction in alcohol crash fatalities and injuries.

Consulting, Wellington, New Zealand 2001-Present.
Key achievements: Had significant input into the New Zealand public sector transition from its 1987 outputs focus to a more ‘Managing for Outcomes’ orientation from 2000 onwards (undertook projects related to this transition for the State Services Commission, the Treasury and the Office of the Auditor General). Worked with most of the major New Zealand government departments on aspects of their outcomes, evaluation and performance management systems. Developed the area of Outcomes Theory – a new approach to the conceptual issues underpinning evaluation, outcomes, strategic planning, performance measurement, evidence-based practice and public sector contracting. Developed the applied DoView Visual Planning approach and DoView Visual Outcomes Software. Increased the skills of thousands of New Zealand (in both this position and earlier ones) and others regarding outcomes and evaluation through numerous workshops and conference presentations. Developed the Rich Dialogue Process (RDP) as part of an assignment for the Royal Society of New Zealand on New Zealanders’ perceptions of risk associated with science and the introduction of new technology. Assignments with international organizations (such as the IMF, Asian Development Bank) providing advice on their outcomes and evaluation strategies. Worked on international development evaluation and performance management training with UNFPA, ILO and, most recently, as the Chair of the International Evaluation Advisory Committee of the global Health Information for All 2015 (HIFA2015) project (obtained funding from the Rockefeller Foundation for the evaluation of HIFA2015).

Key achievements: Initiated and got funding from the Health Funding Authority for the Public Health World Wide Web Networking Project (PHWN) – promoting the use of the internet throughout the public health sector. Used the Rich Dialogue Processes (RDPs) in regard to research priorities and research dissemination (evidence-based approaches to the controversial issue of drug education in schools; dissemination of the findings of the New Zealand Values Survey; dialogue process on the promotion of social science research within the New Zealand government). Wrote the successful grant application for the New Zealand Values Survey (part of the World Values Survey longitudinal multi-country study) to the Foundation for Research Science and Technology (FRST).
